1.1 工程位置
××省人民大會(huì)堂遷建工程位于××市寶石山下，省行政中心規(guī)劃
區(qū)內(nèi)。東為××河，河?xùn)|為環(huán)城西路，道路紅線寬40m；西靠省電力設(shè)計(jì)院辦公樓；南臨市中級(jí)法院和規(guī)劃中的鳳起路延伸段，道路紅線寬24m，路南為××市青海年活動(dòng)中心；北倚省老年活動(dòng)中心和新省府路，道路紅線寬30m，路北為省府大院。地勢(shì)平坦，地面標(biāo)高為黃海高程5.66～5.99m，總用地面積5.9hm2，建筑紅線內(nèi)面積4.91hm2。
1.2 工程特點(diǎn)
經(jīng)過(guò)認(rèn)真學(xué)習(xí)，分析研究招標(biāo)文件及設(shè)計(jì)圖紙，我們認(rèn)為本工程具
有以下幾大特點(diǎn):
1.2.1 社會(huì)影響大。本工程作為省重大工程，建筑占地面積達(dá)1.58萬(wàn)余m2，主樓建筑面積達(dá)5.85 萬(wàn)余m2，是省21 世紀(jì)的標(biāo)志性工程，人民和社會(huì)各界時(shí)刻關(guān)心著工程的進(jìn)展和質(zhì)量狀況。
1.2.2 定位標(biāo)準(zhǔn)高。基于本工程的重要性，工程質(zhì)量目標(biāo)必須定位在高起
