××高速公路是迄今為止××省投資規模最大、工程最為艱巨、地質最為復雜、建設周期最長的高速公路工程，也是目前全國建設難度最大的高速公路項目之一。具有地形地貌特殊、地質條件復雜等特點，同時深路塹邊坡、高填石路堤和高邊坡問題也很突出，隧道棄渣和開山棄渣較多，生態環保要求高，工程技術和質量控制難度大。針對山區高速公路及本工程項目施工特點，特制定本辦法。
1 一般規定
1.1 場地清理
1.2路基用地范圍內的樹木、灌木叢等均應在施工前砍伐或移植清理，砍伐的樹木應移置于路基用地之外，進行妥善處理。應將路基范圍內的樹根全部挖除并將填方路段坑穴填平夯實。
1.2 基底處理
1.2.1 應做好原地面臨時排水設施，并與永久排水設施相結合。排出的雨水，不得流入農田、耕地；亦不得引起水溝淤積和路基沖刷。水田、堰塘地段，應視其具體情況采用排水清淤或晾曬壓實。若水塘需保留一部分，則應按浸水路堤的要求修筑。
1.2.2 原地面的坑、洞、墓穴等，應用原地的土或砂性土回填，并按規定進行壓實。對于溶洞、天坑的處理按設計規定執行。
