一、編制依據
（一）中國網通集團公司四川省分公司關于中國網通西南通信樞紐大樓的相關要求。
（二）中國建筑西南設計研究院的《中國網通西南通信樞紐大樓》工程施工圖（設計號：06103-01）。
（三）成都市興蜀勘察基礎工程公司提供的場地詳細勘察階段巖土工程勘察報告書。
（四）國家現行的施工和驗收規范、規程、標準和關于建筑施工管理等方面的技術文件、圖集以及相關的法律法規。
（五）質量管理體系（依據GB/T19001-2000標準）。
環境管理體系（依據GB/T24001-1996標準）。
職業健康安全管理體系（依據GB/T28001-2001標準）。
二、編制說明
（一）在接到中國網通集團公司四川省分公司關于中國網通西南通信樞紐大樓的相關要求和設計圖紙后，公司組織工程技術人員對該要求和圖紙進行仔細認真的研究，反復閱看，召開了預備會，針對本工程的重、難點進行研究，方案論證對比，力求編制的施工組織設計科學、合理、詳盡，具有很強的針對性和可操作性。
（二）在現場進行踏勘實測實量后，獲得了寶貴的第一手數據，對場地、周邊環境、地形地貌、圍擋情況、施工供水排水供電情況，有了一定的了解，這對施工組織設計的制定起著重要作用。
