防汛、防臺應急預案
一、 編制目的
杭州市地處亞熱帶北緣，屬亞熱帶季風氣候，年平均溫度為16.6℃，多年平均降雨量1399mm，一年有兩個雨季，4～6月為梅雨季，強度不大，雨天連綿不斷；7～9月為臺風暴雨季，雨大集中，臺風過境中心風力最高可達12級。
杭州市德勝快速路工程項目是杭州市城市重點建設項目之一。我項目部承建的跨鐵路B1標工程，總工期為365天，工程量大而工期緊。梅雨、臺風季節正好是我標段工程施工墩臺、箱梁的季節。為了作好施工現場“防臺防汛”工作，加強現場組織管理，認真落實搶險準備工作，以對付突發性自然災害事故的發生，保護公共財產及人身安全，保證工程有序施工，特制定本應急預案。
二、 編制依據
根據《中華人民共和國安全生產法》、《建設項目環境保護管理條例》、《工程建設重大事故報告和調查程序規定》、《中華人民共和國防汛條例》細則和杭州市水文氣象條件，認真貫徹以“預防為主，以消為輔”為指導思想，結合本工程實際情況，制定防汛、防臺計劃，并部署、落實好各施工項目的防汛、防臺安全
