安全文明生產及環境保護管理辦法

一、總則
    1、文明施工是反映施工單位素質和施工能力，保證施工質量和進度的基本條件。為使京承高速公路建設文明施工規范化、標準化，特制定本規則。
    2、本規則適用于京承高速公路工程建設項目的所有施工單位及監理單位，包括各標段內部勞務施工隊。勞務隊與項目經理部之間、監理與項目部均應簽訂安全生產目標責任書。工程各項經濟承包合同中必須有明確的安全生產指標，安全生產目標責任書中必須有明確的安全生產指標、有針對性的安全保證措施、雙方責任及獎懲辦法。
    3、各標段在施工生產中，應貫徹執行“文明施工，安全生產”的原則，并根據本規則的規定，結合實際情況，制定相應的規章制度。建立健全各級、各職能部門及各類人員的安全生產責任制，裝訂成冊，其中項目部管理人員安全生產責任制還應掛墻。施工現場各工種安全技術操作規程齊全，裝訂成冊。
4、各施工單位在施工中，要保障施工人員的人身安全、工程的安
全，以及避免工程施工對周圍環境的干擾，加強環境保護。在施工中，嚴格遵守國家的安全生產法規和環境保護法令，自覺保護勞動者生命安全，保護自然生態環境。

    5、工程開工前，各施工單位均應在詳細核對設計文件，根據施工地段的地形、地質、水文、氣象等資料，編制施
