安 全 員 管 理 條 例
（權利和任務）

第一條  積極貫徹和宣傳上級的各項安全規章制度，有權檢查監督所有單位（分項目工程、班組）對安全生產上級指示貫徹執行情況。
第二條  安全員是分項工程安全生產的第二責任人，應協助分項目領導搞本單位安全生產工作，落實完善施工現場各項安全設施，以及安全技術交底會，并組織安全學習。
第三條  經常對施工現場的安全狀況進行檢查，及時地發現各類不安全因素，并及時向領導及現場負責人上報，同時責令進行整改，消除事故隱患。
第四條  對于“三違”現象有權制止，有權開具罰款單。
第五條  對于有嚴重事故隱患或危及人身安全及財產受損情況的人和事，有權下達停工令并給予罰款。
第六條  安全員有權制止各種違章作業 和野蠻施工形為，任何單位和個人，不得干擾安全員的正常工作。
第七條  對于安全員在工作中必須配戴統一袖標上崗盡職盡責，對作出突出貢獻和失職者，經理部將定期或不定期給予表彰獎勵和處罰。
