3、企業法人或委托代理人是否按照規定簽字或蓋章，是否按規定加蓋單位公章，投標單位名稱是否與資格審查時的單位名稱相符。
4、投標日期是否正確。  

二、目錄
5、目錄內容從順序到文字表述是否與招標文件要求一致。
6、目錄編號、頁碼、標題是否與內容編號、頁碼（內容首頁）、標題一致。 

三、投標書及投標書附錄
7、投標書格式、標段、里程是否與招標文件規定相符，建設單位名稱與招標單位名稱是否正確。 
8、報價金額是否與“投標報價匯總表合計”、“投標報價匯總表”、“綜合報價表”一致，大小寫是否一致，國際標中英文標書報價金額是否一致。
