1. 編制依據和編制原則
1.1. 編制依據
（1）港區部分道路及其配套工程BT項目招標文件;
（2）業主對本工程《建設項目BT方式招標文件答疑》;
（3）本工程執行的施工規范及驗收標準等;
（4）我單位對施工現場踏勘和調查的情況;
（5）我單位綜合經濟技術實力及以往類似工程的施工經驗。
1.2. 編制原則
該工程是太倉港港區的一項重點工程，也是我公司拓展業務的重中之重的頭等大事，為此我公司將投入高效管理班子、一流的隊伍進行施工，確保安全、質量、進度、文明達到一流水平，為太倉人民提供滿意的服務。我們將本著以下原則編制標書：
⑴本著“百年大計，質量第一”的原則：嚴格按照ISO9002質量管理體系原理與要求編制質量管理體系，同時依據相關技術規范編制各施工工序的質量工藝措施，以高標準的工序質量來確保全部工程的施工質量。
⑵堅持以設備保工藝，以工藝保質量的原則：配備先進施工設備保證施工工藝，以可靠的施工工藝保證施工質量，保證工程質量目標的實現。
⑶確保施工按期完成的原則：合理安排施工進度，應用網絡計劃技術合理安排各項工程的施工順序，安排好工序銜接，采用流水作業和搭接作業法組織施工,突出重點，兼顧一般，確保工期，均衡生產，留有余地。
(4) 確保環境的原則：注意環境保護，編制了環境保護措施，實行安全生產、文明施工。
(5)優化方案的原則：優化資源配置,科學組織施工，采取技術組織措施和管理措施降低工程造價。
