總 的 要 求
投標文件的施工組織設計編制，有兩個十分明顯的特點：一、所編的施工組織設計，必須全部符合招標文件規(guī)定，而且在相應的章節(jié)中，有體現(xiàn)響應招標文件的敘述。例如：招標文件對投入本工程的人員資源計劃中，項目經(jīng)理的業(yè)務能力和領導水平、工作經(jīng)驗、專業(yè)工程師的資歷、數(shù)量；主要施工機械設備的數(shù)量、規(guī)格、型號；都有明確的要求，而且這些要求，一般都是硬性的。承包商（投標者）必須在施工組織設計中列明這些資源的計劃安排。二、

The general requirements
Tender document construction organization and design, there are two very distinct characteristics: first, the series of construction design, to all the provisions of the tender documents, and in the corresponding chapter, to respond to the tender documents have reflected the narrative.
